In the past month, the Cent ers for Medicare & Medicaid Services (CMS) issued a proposed rule that announces and solicits public comments on proposed policy changes for Medic are payments under the Physician Fee Schedule (PFS), the Outpatient Prospec tive Payment System (OPPS), and the interim final rule on surprise billing. All three rules will become effective January 1, 2022.
Under the proposed rule some of the key changes that impact urology practices include reductions in Medicare conversion factor, polices that ef fect E/M code sets, and changes to ambulatory surgery centers, telehealth s ervices, and to the Merit-based Incentive Payment System.
This webinar will discuss and clarify the proposed rules as they re late to the independent urology practice, LUGPA advocacy efforts, and addre ss LUGPA member concerns about the policy changes.

Thomas Barker has been a partner at Foley Hoag since March of 2009. Tom focuses his practice on complex fede ral and state health care legal and regulatory matters with a special exper tise in Medicare and Medicaid law including coverage, reimbursement, and re gulatory oversight. In May of 2019, he was appointed as a commissioner of t he Medicaid and CHIP Payment and Access Commission (MACPAC), an advisory bo dy that provides policy advice to Congress and the states on the
Medi caid and CHIP programs. He is one of the authors of the firm's Medicaid &am p; the Law blog, www.medicaidan dthelaw.com, which highlights and explains current legal and policy iss ues in the Medicaid program.
Prior to joining the firm, he was acting General Counsel of the U.S. Department of Health and Human Services (HHS) and General Counsel of the Centers for Medicare & Medicaid Services (CM S).

Dr. Mara Holton graduated from Temple University School of Med icine in 2001. She received her surgical and urology training at the Univer sity of Maryland Medical Center. She is certified by the American Board of Urology and is licensed in the state of Maryland. She is clinically focused on the care of women’s urological and pelvic floor health and has served a s the CEO of her group, Anne Arundel Urology, for the past 4 years. She is a Board member of LUGPA, a member of the American Urological Association an d is the founder and director of the Women’s Wellness Center at Anne Arunde l Urology.

Deepak A. Kapoor, Chair man and Chief Ecosystem Officer of Solaris Health Holdings, LLC, is one of the youngest physicians to have been certified by the American Board of Uro logy. In addition to his role at Solaris Health, Dr. Kapoor serves as Mark et President for Integrated Medical Professionals, PLLC (IMP) and is Presid ent of Advanced Urology Centers of New York.
Dr. Kapoor receiv ed his baccalaureate and medical education with honors in the Pennsylvania State University/Jefferson Medical College accelerated honors program in me dicine and completed his urologic residency at The Geisinger Medical Center in Danville, PA. His expertise includes basic science research in molecula r biology, as well as extensive experience in oncologic and reconstructive surgery.
Dr. Kapoor is Clinical Professor of Urology at the Icahn Sch ool of Medicine at Mount Sinai, Chair of Health Policy and Past President o f LUGPA, Chairman of SCRUBS RRG and Senior Strategic Advisor for miR Scient ific. He has also served as a Director of UroPAC and Chairman of Access to Integrated Cancer Care. Dr. Kapoor was founder of the New York Urology Trad e Association and Integrated Medical Foundation. He is a Fellow of the Amer ican College of Physician Executives.
Dr. Kapoor has published and le ctured extensively on clinical, business and health policy issues and is As sociate Editor of the journal Urology Practice. He serves on a num ber of medical advisory boards, including the New York State Governor´s Pro state Cancer Advisory Panel. Dr. Kapoor has been continuously listed in the Castle Connolly Best Doctors Guide for his clinical excellence and has rec eived numerous accolades, including the 2011 AUA Ambrose-Reed socioeconomic essay award, and the 2014 New York Section AUA Russell W. Lavengood distin guished service award. Dr. Kapoor was recognized in 2018 by LUGPA for his outstanding contributions to health policy and his work towards the preserv ation of independent medicine.
Scott Sellinger, MD
Dr. Sellinger has been a partner at Southeastern Urological Center, now a division of Advanced Urology Inst itute, for the past 27 years. He received his BS degree in Chemistry from S yracuse University and attended Medical School at the University of Florida in Gainesville. He completed his Urology residency at the University of Fl orida and has lived in Tallahassee since 1991. He was President of the Capi tal Medical Society in 2003 and served as President of the Florida Urologic al Society in 2005. In March 2018, he became President of the Southeastern Section of the AUA, where he has been an active board member since 2001.
Dr. Sellinger has developed a special interest in risk management and p revention of medical errors and has lectured extensively on this subject ma tter over the past several years. He is also interested in large group prac tice development and management. As President of Southeastern Urological Ce nter in Tallahassee, he serves on the Board of Advanced Urology Institute, representing his care center in one of the largest independent urology prac tices in the US. He is Chairman of the Advanced Prostate Cancer (APC) Commi ttee and oversees five APC clinics. At the national level, Dr. Sellinger se rves on the AACU Board as well as the LUGPA Board of Directors, as Secretar y. At LUGPA, he helps represent over 2300 Urologists by working to preserve and advance the independent practice of urology.
